privacy is all about control — personal control over the use and disclosure of one’s personal information

The German term “informational self-determination” captures this very well.

privacy refers to the right for a person to control the data or information related to the person, not the personal data or information itself.

defining privacy from the perspective of right to control is that it facilitates the harmonization in legislation

The feeling of being in control resonates! It also allows context to play a significant role.

"privacy is about disclosure, in a specific context, with expectations concerning the scope and purpose of use of the data" (Internet Society)
